Housing
Choice Lottery Program
On November 1, 2007, the Muncie Housing Authority (MHA) implemented
a lottery procedure for applicants to be placed on our waiting list
and then to determine eligibility for our Housing Choice Voucher Program.
Placement on the waiting list is no guarantee of receipt of a voucher.
All applicants placed on the MHA's waiting list must meet all eligibility
requirements for the HCV Program. You will be contacted according
to the number assigned, but the MHA has a local preference and you
will be placed on the waiting list accordingly.

MHA's local preference:
A family whose sole family member is elderly or a person with disabilities
(as defined by HUD), over other single-person families.
Single-person families will not receive a voucher until all elderly/disabled
single persons on the waiting list have been issued one. Once all
elderly/disabled single persons have been issued a voucher, then other
single-person families will be eligible to receive vouchers based
on the order of selection from the lottery results.
The PHA will deny a Housing Choice Voucher to an applicant family
if:
o The family does not provide complete and true information to the
PHA.
o Any family member has been evicted from federally-assisted housing
in the last three years.
o Any PHA has terminated assistance under the program for any member
of the family during the past 3 years for violations of any family
obligation.
o Any family member has committed fraud, bribery, or any other corrupt
or criminal act in connection with any federal housing program.
o The family owes rent or other amounts to any PHA in connection with
the HCV, Certificate, Moderate Rehabilitation or public housing programs,
unless the
family repays the full amount of the debt prior to being selected
from the waiting list.
o A family member has engaged in or threatened violent or abusive
behavior toward PHA personnel.
Abusive or violent behavior towards PHA personnel includes verbal
as well as
physical abuse or violence. Use of racial epithets, or other language,
written or oral,
that is customarily used to intimidate may be considered abusive or
violent behavior.
Threatening refers to oral or written threats or physical gestures
that communicate
intent to abuse or commit violence.
o Any household member has ever been convicted of drug-related criminal
activity for the production or manufacture of methamphetamine on the
premises of
federally assisted housing
o Any household member is subject to a lifetime registration requirement
under a state sex offender registration program.
o Conviction for drug related or violent criminal activities within
the past 3 years.
o Any arrests for drug related or violent criminal activities within
the past 3 years.
FAMILY GROSS ANNUAL INCOME MUST NOT EXCEED THE AMOUNTS LISTED. ALL
FAMILY MEMBERS INCOME IS USED.
