Public Housing History

The Muncie Housing Authority was established in 1938. It began construction of its first public housing units and was completed in 1941. Munsyanna homes consisted of 279 units which began serving low income individuals and families.

In 1954, the Muncie Housing Authority constructed Parkview Apartments. This development eventually became 64 units and has been serving the Muncie community ever since.

In 1981, the agency then took on an ambitious project of developing three housing developments. The housing authority created Earthstone Terrace and Southern Pines which was a combined unit count of 199 units for families. Gillespie Towers which was designated for the elderly and the disabled and it consisted of 98 units.

The agency then applied for a Hope VI grant and was awarded 12.3 million dollars to revitalize Munsyanna homes. That created the development known as Millennium Place which consists of tax credit and public housing units.

Currently, the agencies working on the redevelopment of Parkview Apartments and has applied for tax credits in other financing for a development called Millennium Place West. We serve over 1,200 families at any given point of time. We have 20 full time employees and several employees from temporary agencies.
